my rant about our govt

So..."The Department of Defense has asked companies and labs to submit ideas for a wide range of high tech tools that it thinks could help in the war on terrorism, from computerized translators to x-ray vision devices." I was listening to NPR today, and that is what I heard.
They even went so far as to give us a 'wish list' of things they would like us to come up with.
One of the devices the Dept of Defense would like to have is something that can see through walls. What do they want us to invent-- Superman? Hello! If any of us have the ability to invent such crazy devices that the govt wants, shouldn't the government have hired us long before September 11?
Dude. I had a little faith in my government. I thought that if there was cutting edge technology to be had, certainly the government of all people would have it. Wrongo. I just want to shout at them, "Dude! What have you been DOING for the past ten years?"
I know this is a 'new kind of war' or whatever they're calling it, but COME ON! For crying out loud--have you guys just totally IGNORED the Middle East? Pretended it didn't exist? Did we think that we'd never be involved in war again?
I blame a lot of this on Bill Clinton. Not only did I hate the guy as a person, but I hold him personally responsible for the decline in our military and intelligence gathering abilities. I didn't vote for him. Of course, I didn't vote for anybody, so I guess I'm equally responsible for that one.
But really. I thought our government was staying abreast with technology. I mean, I lived near Area 51 all my life. Our theory was that all those strange ships and sitings was the government testing out new technology. I guess it was a conspiracy to hide aliens from us after all.
